A humanized copy of the demented scientist turned supervillain so-called Specter. He acquired the same supernatural abilities from a nuclear accident but....in a different way.

He wears a helmet Interface Mechanism Alternator attached between his neck and chest too. Just from the touch of a button, he is instantly able to paralyze anybody or anything that looks at him.
